Safety Enhancement Program

Overview

Safety Enhancement Program

A multiphase program to enhance safety and the facilities at Monterey Regional Airport (MRY) is underway. This program will relocate an approximately 1,850-linear-foot portion of Taxiway A, which connects to and supports Runway 10R-28L, shifting it to the south by 52.5 feet. To make way for this federally required safety upgrade, several buildings (including the Aircraft Rescue and Firefighting (ARFF) building and several general aviation hangars) were demolished and rebuilt in new locations on the airfield. The existing passenger terminal will be replaced with a new terminal building, which will have a similar footprint to MRY’s existing terminal.

The completed MRY Metamorphosis will offer a modern and efficient passenger terminal, from the roadway to the boarding bridges. The new facilities are being designed to be net-zero-carbon-ready, and will be constructed by hiring local skilled workers, providing economic opportunities for the region through job creation. The MRY Metamorphosis will also optimize airfield land use.

Phases of the Safety Enhancement Program

General Aviation Apron & Vehicle Service Road

In 2020, preparations began for MRY’s general aviation hangars and tenants to be relocated from the southeast to the northeast area of the airfield. This phase of the program included improving the airfield vehicle service road, which is being used as a construction haul route for the Safety Enhancement Program and by airport staff to access both sides of the airport.                                                                               FUNDED FAA Airport Improvement $10,027,542.00, Local Match $ 1,060,616.00

Aircraft Rescue and Fire Fighting Facility Replacement

In 2022, construction began on the replacement Aircraft Rescue and Fire Fighting (ARFF) facility on the northeast ramp. In early 2023, construction began on the relocated general aviation hangars. Clearing the site of the original ARFF facility and hangars was required to make way for MRY’s replacement terminal and associated facilities.                                                                                                                                         FUNDED FAA Airport Improvement $19,483,367.00, Local Match $ 1,300,821.00

Commercial Aircraft Apron Replacement

Upon completion of the replacement Aircraft Rescue and Fire Fighting (ARFF) facility and general aviation hangars in late 2023, the demolition of vacated facilities and construction of the replacement commercial apron began. This phase included demolishing the old hangars, ARFF building, and adjacent apron pavement. Ongoing construction includes the new commercial apron, utility infrastructure to service the replacement terminal, constructing retaining walls, and relocating Long-Term Parking, which was completed in mid-2024.                                                                                                                                                                                FUNDED FAA Airport Improvement $38,841,464.00, Local Match $ 3,980,280.00

Passenger Terminal Complex Replacement

Once the new commercial apron and associated infrastructure is complete, construction will begin on the replacement terminal and associated facilities. The new terminal building is currently being designed by HOK.                                                                                                                  DESIGN FUNDED FAA Airport Improvement $6,249,481.00, Local Match $ 500,164.00                                                LANDSIDE CIRCULATION FUNDED FAA Airport Improvement $16,744,657.00, Local Match $1,725,073.00

Taxiway A Relocation

As the final element of the Safety Enhancement Program, Taxiway A will be relocated and improved to enhance the operational safety of the Runway 10R-28L taxiway system. This will include relocating an approximately 1,850-linear-foot portion of Taxiway A south by 52.5 feet.
